I've looked on the ppt file of Dr.T(小生の名前、Mr Tとすべきところ). The questions he asks are veryimportant and would be worthy of further elaboration.

I would suggest he will publish a scientific paper in a peer reviewedjournal and will pose these questions, which he asks at the end of his presentation. This will certainly attract interest from the scientific community.

Eventually, it would be worth bringing this subject to the ICRP for consideration of issuing a Recommendation document on how to deal with
interpretation of background doses. Committee 4 would be the most appropriate one body. Subsequently, after ICRP has issued such a
Recommendation document, IAEA can consider issuing a methodology or guidance document (e.g, as part of its TECDOC series).

Fyi, in 2010, the IAEA issued Safety Report Series No. 64 on “Programmes and Systems for Source and Environmental Monitoring” which also contains information on radiation ‘background’ and ‘baseline’ (Web-link: STI/PUB/1427 (iaea.org)).

In addition, IAEA is currently preparing a guidance document addressing the establishment of baseline radiation levels. The title of this new
document will be “Source Monitoring, Environmental Monitoring and Individual Monitoring for Protection of the Public and the Environment''.

Hope this is helpful, and I apologize for being late.

Best regards,
Miro
