国連科学委員会からの回答

9月に国連科学委員会(UNSCEAR)に公開質問(20以上の質問)に対する、国連科学委員会からの回答としては、12月に発行予定のelectronic attachments を参照してほしいとの回答だったが、そのelectronic attachments の発行がいつになるのか?また2020レポートの日本語訳の発行時期、福島で開催予定の説明会(outreach activities )の開催時期、そして何よりも20以上に及ぶ公開質問に対し、一つ一つ回答すべきである事等について再度確認したところ以下の回答が届いた。
日本語訳もelectronic attachmentsも現在遅れ気味だが近々に発行するとの回答。来年2~3月開催予定の福島での説明会(outreach activities)は来年6月に延期との回答。Web siteへのQ&A(具体的にどのようなものになるのか不明)も来年2月から運営するとの返事。
この返事に対し、公開質問に対する項目毎の回答を要求した。そして最も問題(矮小化)の部分の50%の屋内退避効果や日本人の甲状腺等価線量係数(1/2)の再検証要求に関しては無回答のまま・・・この件に関しては再度質問中。

Thank you very much for the email and continued interest in UNSCEAR work.
I would like to inform you that the final English version of the report and its Japanese translation are in the final stage of publication and will become available on our website shortly.
Due to the COVID-19 pandemic developments in the recent month, the planned outreach activities in Japan needed to be postponed to June 2022.
The electronic attachments are also being finalised with a slight delay and they will be published very shortly, once the two reports mentioned above are published.
The secretariat is also working on the Q&A for the new UNSCEAR website, which is scheduled to be launched in February 2022.
I would like to assure you that the secretariat is taking all necessary measures to complete and make the documents available in this challenging pandemic times.

In addition to the previous questions, I would like to add the following two items.
6. Outreach activity will be held on Feb – March 2022 in Japan.
Is this schedule still on time?
In this case, 2020 report in Japanese must be released within this year.
And your response to my 20 questions item by item within this year is also mandatory.
7. Verification of the coefficient that collects in the thyroid gland from the intake of radioactive iodine in the body
is 1/2 of the ICRP coefficient.
Your prompt action and reply within this week would be highly appreciated.

3.Open English and Japanese Q&A web site for 2020 report.By operating the open Q&A web site, UNSCEAR will be recognized as fair and reliable committee.
Please prepare the above mentioned web site soon, we can also assist this important work.
4.Answer for my questions item by item( 23 electronic attachments may not answer my question one by one).

• I gave a brief explanation of the UNSCEAR 2020 Report. UNSCEAR In 2020, the English version was announced in March of this year.
• The Japanese version is in May, so I think it's about to come out, but I gave a brief explanation about the English version.
• It is known that the major difference from the 2013 report is that in the case of Japanese, the rate of radioactive iodine uptake into the thyroid gland is actually a little lower than the 30% of the standard model of ICRP.
• Corrected the ICRP I-131 and thyroid equivalent dose conversion factors to suit the characteristics of Japanese people, and applied the corrections, which changed the dose by about 50%.
• Also, the dose reduction coefficient of inhalation exposure due to indoor evacuation was evaluated as being outside in the cold sky by all Fukushima residents in the form that the effect of indoor evacuation was not recognized at all in the 2013 report. However, it has been re-evaluated in the form of a 50% indoor evacuation effect.
• With just these two, the dose will change to about a quarter.
