UNSCEARへ提出していた公開質問への回答が３週間後に届いた。一つ一つの疑問や質問には答えず、１２月リリース予定のthe 23 electronic attachmentsを見て欲しいとの回答。

the 23 electronic attachmentsは公開質問のすべてに答えるものになるとは思えず、その場限りの不誠実な回答との印象。

UNSCEARの中立性を一般論として強調はしているものの、個々の内容の問題点や疑問点に関する決定プロセスについての具体的説明には触れられていません。都合のよい論文やデータだけを恣意的に集めて、公平・中立に議論しても、もともと偏った論文やデータでは結論も偏ることになる事は明らかです。これではUNSCEARの中立性を信じる事はできません。

また公開質問のQ＆AもHPに掲載すべきとの要請には直接は答えず、新しいサイトに作り変えるとの回答でした。今後も多くの方がUNSCEARに公開質問する事を期待いたします。

　
　

Dear Mr T,

Thank you very much for the additional questions and comments provided on the UNSCEAR 2020 report, Annex B. These are very valuable inputs for the UNSCEAR outreach activities the secretariat is planning to organise in 2022 in Japan.

You commented on the UNSCEAR dose assessment of the evacuees and permanent residents of the areas affected by the FNDPS radioactive fallout, the risk assessment for thyroid cancer caused by radiation exposure, and also raised issues on the role and mission of the Japan Working Group, on the neutrality of UNSCEAR in this study, and on necessity for UNSCEAR to prepare a Q&A site in both English and Japanese.

I am pleased to answer in the order on the points raised:

On the technical substance

You asked questions mostly of methodological nature. The answers to the methodological questions are only depicted in the UNSCEAR report (advance copy) released in March 2021 (https://www.unscear.org/unscear/en/publications/2020b.html). Much more detailed information is contained in the 23 electronic attachments which are currently being edited prior online publication (scheduled in December 2021). These attachments include both detailed description of methodologies used and numerous tables with the input data, results and uncertainty analysis.

I would suggest that you familiarise with the content of relevant electronic attachments as soon as they are released, where I believe you may find most of the answers. If some questions/comments pertain we will be happy to respond.

Role and mission of the Japan Working Group

Partner experts and institutions nominated by Japan supported this UNSCEAR evaluation and the expert group in particular by:

a. identifying relevant scientific and technical publications and research plans;

b. responding to requests for literature by the Committee and the expert group;

c. interpreting published information and helping obtain detailed explanations of protocols and methodologies, on request;

d. providing technical comments on drafts of the report to the Committee.

Neutrality of UNSCEAR in this study

Over 30 international experts from 12 Member States and observers, worked on and 13 critical reviewers reviewed the report. In addition, the 67th Committee attended by over 200 participants reviewed and adopted the report. I would like to recall that the delegations are requested to nominate for each UNSCEAR session and according to the governing principles for the Committee’s work, representatives, alternates and advisers on the basis of their scientific qualifications and experience and are to perform scientific evaluations in accordance with established scientific procedures and values.

These experts are expected to, inter alia, have in-depth knowledge and experience with regard to a broad range of relevant scientific and technical issues related to radiation science, stay abreast of scientific developments and foster effective support nationally. They are also to act independently and to discharge their duties without bias in relation to external pressures or interests that may be in conflict with the Committee’s procedures and tasks. Furthermore, they are to act with integrity and to respect matters of intellectual property.

Necessity for UNSCEAR to prepare a Q&A site in both English and Japanese

As mentioned in my previous correspondence, the existing UNSCEAR website has a section on public Q & A (https://www.unscear.org/unscear/en/faq.html) and we are in a process of creating a new UNSCEAR website in line with the UN guidelines, scheduled to be finalised by 1Q 2022.
